11月15日，2017年全国石油和化学工业质量标准化工作会议在京召开。在国家标准委员会副主任崔钢、中国石油和化学工业联合会副会长周竹叶、工信部科技司副巡视员盛喜军、国家质检总局产品质量监督司巡视员郑卫华等领导们的见证下，由中国工业清洗协会组织起草的中国石油和化学工业联合会团体标准《工业清洗企业资质等级和评价要求》（T/CPCIF 0004-2017）正式批准发布，将于2018年1月11日在石油和化工行业全面实施。
这是中国工业清洗协会为加强工业清洗行业的质量管理，维护工业生产企业利益，规范石油和化工领域工业清洗市场秩序，促进工业清洗行业健康、安全发展，而做出的一项重要举措。《工业清洗企业资质等级和评价要求》（T/CPCIF 0004-2017）标准的颁布，将为石油化工行业企业今后选择工业清洗服务企业时提供了衡量企业服务能力高低的一把标尺。
石油化工行业是我国国民经济的重要支柱行业，也是工业清洗最重要的服务领域，石化生产设备开车前清洗可以到达满负荷生产工艺设计的要求，创造良好的开车生产条件、保证投料开车和生产的顺利进行，避免石化生产投料开车事故，消除安全隐患，延长生产设备和装置的使用寿命，提高产品合格率、保证产品品质和缩短开车试生产时间。在役设备的清洗可以恢复设备装置的生产能力、提高生产效率，有效的延长设备的使用寿命，降低安全事故的发生等。同时，石油化工装置通过清洗，可起到节能降耗的作用，对石油化工装置的安全有效运行、节能减排至关重要。
目前，我国从事石油化工建设和检维修清洗施工的单位大部分属于中小型工业服务企业和单位。部分企业存在现场管理不规范、作业安全体系不健全、服务质量不稳定等现象；导致清洗服务质量差异较大，甚至出现严重影响石化装置安全稳定运行等问题，对石化行业健康发展带来不利影响。能否为石油化工行业提供安全、优质的服务，取决与从业单位的质量、技术和服务的实力。实施资质管理、推进石油化工清洗施工作业的标准化、规范化，促进清洗施工单位的技术和质量的提升；是中建筑业协会石化建设分会、中国石油工程建设协会、中国化工施工企业协会和中国工业清洗协会联合颁发《工业清洗行业企业资质证书》的目的所在。
