11月21日，中国化工报在一版头条位置以《化学清洗业乱象丛生隐患重重，业界呼吁尽快加强监管》为题，报道了在浙江、江苏、山东、河南等地存在“化学清洗、锅炉水处理市场存在用假资质、假检测报告蒙骗用户企业，以假乱真现象严重；劣质清洗剂、阻垢剂、热载体充斥市场，有的把厕所清洗剂冠名为锅炉软水剂推销给用户企业，不但不阻垢，反而造成锅炉堵管爆管；“一证多用”、鱼目混珠，经常会有两个甚至两个以上的清洗公司共用一个清洗资质，并美其名曰“挂靠”；无证“游商”、以次充好横行，有些清洗从业企业多为小作坊式、夫妻店，靠游击战方式推销产品，用劣质廉价的产品冒充阻垢剂欺骗用户企业；“套餐”服务成潜规则，中央空调、循环冷却水、锅炉设备安装人员在安装设备时，配套捆绑使用各类阻垢剂、清洗剂，而他们其实根本没有专业的技术力量，给用户企业造成了严重损失”等等现象，严重影响了行业整体利益和社会形象。
23日，针对报道的这些现象，协会陆韶华理事长指出“中国工业清洗协会将同更多的工业生产行业组织、企业加强合作，采取行业自律与监管共抓的应对举措，建立工业清洗行业统一的标准化技术体系，推行工业清洗产品市场准入及质量监督制度，规范工业清洗企业市场竞争和服务秩序，实施工业清洗安全作业能力水平评估办法。
工业清洗是指在工业生产中，利用物理、化学或生物技术去除工业装置、设施以及产品表面上的外来或残留物质，如水垢、氧化皮、油脂、灰尘、毛刺、杂质等，恢复其原有表面状态或达到一定洁净要求的过程现代工业清洗技术在石油、化工、电力、冶金、机械、电子、建筑、轻工、交通、航空航天等领域得到了广泛应用，已经成为社会化的服务性行业。各种专业化的清洗企业不断涌现，已经形成了清洗剂研发生产、清洗装备及机具制造、清洗工程服务三大领域互为支撑，具有一定规模的产业体系，为中国的工业发展创造了经济和社会效益，为节能减排和清洁生产做出了巨大贡献。
由于工业清洗中的化学清洗技术需要使用酸、碱、有机溶剂等具有一定腐蚀性的化学物质的工作，清洗时既要保证除垢率，又要保证对设备或产品的腐蚀处于可控范围，具有工艺多样性、技术含量高等特点。高压水射流清洗技术、PIG清管器清洗、石油储罐机械清洗等新兴的环保清洗技术的服务对象多是石油、化工、电力、冶金、机械等生产企业，清洗对象种类繁多、大小不一、所处环境复杂，对作业人员人身健康安全、企业生产安全、生态环境安全都有严格的要求。
长期以来，由于不同的工业生产领域对工业清洗作用的认知程度不同，对工业清洗服务的监管也未到位，存在体制上的“九龙治水”、“政出多门”的现象。同时，由于部分行业协会的管理职能并不包含工业清洗，因为存在工作业务上的关联关系，也参与了工业清洗业务的管理，更是加剧了行业“条块分割管理”，导致了各种乱象的出现。为了改变这种现状，经民政部、国资委批准同意，于2011年12月21日，在人民大会堂正式宣告成立中国工业清洗协会，中国工业清洗行业正式确立了自己的行业组织。
